We call it 'RaaS' (Resources as a Service).
RaaS does for consulting what SaaS (Software as a Service) does for computing. In both models, a layer of intelligence dynamically applies business rules optimizing resource allocation across the network. Resources can reside anywhere in the network worldwide; they need not be present locally in order to add value or to add value as needed on demand. In RaaS, the layer of intelligence is the ECX.
